С 1 июля 2025 г. получатели определённых мер соцподдержки могут открыть новые банковские продукты — Cоциальный вклад и Cоциальный счёт на выгодных условиях.
Заключить договор можно только самостоятельно на Госуслугах.
Клиент может открыть эти продукты, если получает:
• Ежемесячное пособие в связи c рождением и воспитанием ребенка;
• Ежемесячное пособие, которое выплачивается по социальному контракту;
• Единовременное пособие по социальному контракту;
• Федеральные или региональные социальные доплаты к пенсиям.
При подаче заявления на вклад на Госуслугах система автоматически проверит, соответствуете ли вы вышеперечисленным критериям (никакие дополнительные справки нести не требуется), и если нет, то выдаст сообщение об отказе:

Условия Социального вклада:
• Валюта счёта — рубли;
• Максимальный срок — 1 год с возможностью автоматического продления ещё на 1 год, если на дату окончания срока вклада вы получаете меры соцподдержки;
• Пополнение и снятие денег без комиссии и уменьшения процентной ставки;
• Максимальная сумма — 50 000 руб.;
• Процентная ставка — максимальная в конкретном банке по вкладам сроком до 1 года, кроме вкладов на срок менее 1 месяца. Проценты ежемесячно начисляются и выплачиваются на указанный в заявлении счёт;
• Можно открыть только один вклад и один счёт в одном или разных банках;
• Деньги застрахованы. Доход облагается налогом и учитывается при назначении пособий;
• Вклад могут арестовать, если есть законные основания.
В первый день 01.07.25 Социальные вклады появились в «Альфа-Банке» (под 19,3% годовых), в «Сбере» (под 20% годовых).
Ещё на пару часов появился Социальный вклад в «ПСБ» аж под 30% годовых, но потом страница с вкладом на сайте банка работать перестала (видимо, слишком много предложили):
Функционал открытия Социального вклада на Госуслугах появился не сразу, днём бот отвечал, что ничего про Социальные вклады не знает:
Ближе к вечеру 01.07.25 механизм заработал :)

1️⃣ Перейдите к услуге — https://www.gosuslugi.ru/668901/1/form;
2️⃣ Выберите банк, клиентом которого вы являетесь. Укажите реквизиты счёта для перечисления процентов по вкладу;
3️⃣ В течение 1 рабочего дня банк рассмотрит заявление, подготовит и отправит договор на открытие Социального вклада в личный кабинет на Госуслугах;
4️⃣ В течение 24 часов с момента поступления договора ознакомьтесь с ним и подпишите при помощи электронной подписи. Направьте в банк. Если не успели подписать, подайте заявление заново;
5️⃣ В течение 10 календарных дней после подписания внесите на вклад любую сумму до 50 000 руб. Если деньги не внести, договор не заключат.
После внесения средств уведомление о заключении договора поступит в личный кабинет.

Условия Социального счёта:
• Валюта счёта — рубли;
• Максимальный срок — не ограничен. Для сохранения условий банк ежегодно проверяет, являетесь ли вы получателем мер соцподдержки;

• Переводы без комиссии — до 20 000 руб. в календарный месяц;
• Бесплатное обслуживание карты «МИР». Выпускается дополнительно при желании;
• Ежедневное начисление процентов на остаток. Процентная ставка определяется договором. Если остаток на счёте до 50 000 руб., ставка будет не ниже половины ключевой ставки Банка России. Проценты перечисляются ежемесячно на этот же счёт;
• Можно открыть только один вклад и один счёт в одном или разных банках;
• Деньги застрахованы. Доход облагается налогом и учитывается при назначении пособий;

Всё аналогично, как и с открытием Социального вклада:

3️⃣ Укажите, хотите ли выпустить к счёту банковскую карту «МИР». Если хотите, банк направит информацию, как это сделать;
4️⃣ В течение 1 рабочего дня банк рассмотрит заявление, подготовит и отправит для подписания договор на открытие Социального счёта в личный кабинет на Госуслугах;
5️⃣ В течение 24 часов с момента поступления договора ознакомьтесь с ним и подпишите при помощи электронной подписи. Направьте в банк. Если не успели подписать, подайте заявление заново.
Уведомление о заключении договора поступит в личный кабинет. Информация о счёте также отобразится в разделе «Банковские карты и счета».
5000 руб. + сертификат на 1500 руб. за бесплатный брокерский счёт в «Альфа-Банке», 2000 руб. за «Платинум» от «Т-Банка», 500 руб. за бесплатную «ОТП Карту» с кэшбэком 5% на ЖКХ, сертификат на 1000 руб. за бесплатную «МТС Деньги», сертификат на 1000 руб. + 1000 баллов за бесплатную «Твой Кэшбэк» от «ПСБ», 1000 руб. за бесплатную дебетовую карту «ВТБ», сертификат на 1200 руб. за бесплатную «Альфа-Карту», 1000 баллов + сертификат на 1000 руб. за карту «Газпромбанка» с кэшбэком 35%, 500 руб. за бесплатную My Life от «УБРиР» с кэшбэком 5% на ЖКХ, 1000 руб. за карту Black от «Т-Банка»

Социальный банковский вклад или счёт нельзя закрыть на Госуслугах — для этого предусмотрены другие способы:
– Через приложение банка;
– Лично в банке;
– Любым другим способом, предусмотренным договором.
Понадобится документ, удостоверяющий личность. Деньги не потеряются — начисленные проценты и сумму остатка перечислят на указанный при закрытии счёт.
Информация о закрытии вклада или счёта будет доступна в течение 1 года в личном кабинете → «Банковские карты и счета». Внутри выберите «Архив»:

Идея хорошая, но немного сложновато. Думаю, было бы неплохо, если бы такой вклад можно было открывать и просто в отделениях банков, не все профи в сервисах Госуслуг.
Ещё хотелось бы больших лимитов для подобных продуктов. Всё-таки 50 000 руб. — это маловато для кубышки, впрочем, надо с чего-то начинать.
